Senior Associate, Organizational Design, Delivery Unit - GL C - Defined duration until December 2026

The Global Fund Delivery Unit drives the delivery of key organizational priorities and initiatives that will allow the Global Fund to enhance its performance and end the epidemics of AIDS, tuberculosis, and malaria. As part of its mandate, the Delivery Unit aims at Organizational Design Excellence. More specifically, it enables organization-wide alignment from strategy to structure, through end-to-end support of individual Organizational Design transformations. The Senior Associate plays a key role in this effort, bringing subject-matter expertise to the Delivery Unit and the whole organization.

Under the leadership of the Lead Delivery Unit, the Senior Associate, Organizational Design drives the operational delivery of organizational priorities. The Senior Associate engages with Division/Department Heads and their teams, across the Global Fund, to ensure delivery on assigned initiatives/projects. The Senior Associate is also expected to guide and support other Associates across the Delivery Unit.

The projects assigned are targeted towards making mission-critical impact, often in complex, matrixed and ambiguous contexts. The role of a Senior Associate is multifaceted and can range from program and project manager, to analyst, implementor and change coordinator. The role includes identification, set-up, design and execution of complex initiatives aimed at achieving organizational priorities and fostering collaboration both within the Secretariat and across the Global Fund Partnership.

The Senior Associate, Organizational Design will structure transformation programs and delivery initiatives for success, ensuring robust diagnostics, systematic prioritization, methodology driven solution design, articulation of high-quality recommendations, development and successful delivery on action plans, and accelerated implementation. In addition, they will implement best practice program and change management to support and drive effective implementation.

The Senior Associate is expected to on-board and support Delivery Unit Associates and to interact with multiple stakeholders across the organization, including the members of the Management Executive Committee and the Extended Leadership Team.

Key Responsibilities

Organizational Design and Change Management

  • Contribute to ensuring that the Global Fund’s structure aligns with its strategic goals, through a series of tasks such as: conducting organizational assessments and identifying opportunities to optimize the Global Fund structure, as well as delivering change initiatives, and monitoring design effectiveness and efficiency.
  • In collaboration with stakeholders, prepare organization design alternatives, testing them against design criteria, and aligning leadership around design selection and implementation.
  • Conduct the delivery of change initiatives, from the analysis and design phases up to implementation, including the development of new job roles, reporting lines, and workflows.
  • Establish an internal network among colleagues involved in organizational design work and beyond, to enhance situational awareness, optimize project delivery, capture lessons learned, and facilitate the exchange of good practices.
  • Be on top of change management processes and techniques to accompany organizational change, minimizing disruptions, supporting staff members and stakeholders, facilitating communication and sustaining change. Ensuring the alignment of change management efforts with organizational goals and priorities.
  • Keep abreast of latest trends, approaches, methodologies and tools in the field of organizational design and organizational development, through proactive information search and networking with practitioners.
  • Ensure the appropriateness of the organizational design guidebook, together with the HR Department, to centralize and share standard practices, offer an effective framework for organizational change initiatives and provide a shared understanding of roles and responsibilities.
  • Contribute to relevant and timely internal communication on organizational changes, through collaboration with Chief of Staff colleagues and key stakeholders.
  • Develop and execute comprehensive change management strategies, including stakeholder engagement, communication, training, and resistance management.
  • Manage stakeholder relationships and act as a trusted advisor to the HR Department on change management and transformation efforts

Project Delivery

  • Defines and designs impactful Delivery Unit projects to deliver on organizational priorities and sets these up for successful execution.
  • Develops ambitious yet realistic implementation plans, with roles and responsibilities clearly defined.
  • Applies leading practice approaches and methodologies to identify and diagnose issues, prioritize required analyses, and translate data into meaningful insights and solutions for implementation.
  • Actively drives delivery of priorities and projects assigned to the Delivery Unit.
  • Effectively monitors project progress, performance, quality standards and mitigates risks to drive performance across priorities of the Delivery Unit.
  • Applies key change management capabilities to support effective and sustainable delivery of priority projects.
  • Provides progress updates and inputs to tracking and steering of deliverables and budgets, management of delivery risks, proactive monitoring of issues for resolution and potential escalation and timely decision making.

Coordination, stakeholder management and collaboration:

  • Collaborates with relevant stakeholders across the Global Fund to manage interdependencies and effectively address implementation challenges, with a strong focus on delivery of results in alignment with overarching organizational priorities.
  • Facilitates cross-functional coordination and collaboration across stakeholder groups.
  • Coordinates information sharing, and thorough understanding of the delivery path across different stakeholder groups.
  • Seeks feedback from project teams, end-users and external stakeholders to share ideas and best practices and continuously optimize.
  • Prepares materials for presentation to senior leaders within the organization, including the Management Executive Committee, Extended Leadership Team, and individual Department Heads.

Team Development and Collaboration:

  • Together with the Manager, Delivery Unit and Lead, Delivery Unit contributes to coaching a high performing team of Delivery Unit Associates, striving for the highest standards of excellence and performance.
  • Proactively supports continuous improvement in the work of the Delivery Unit team (e.g., proactive coordination of interdependencies and synergies across individual efforts, effective team communication and collaboration).
  • Enhances project design and delivery approaches based on lessons learned and feedback gathered and ensures continuous improvement.
  • Contributes to knowledge management and knowledge sharing, ensuring organizational learning is captured across projects.

Qualifications

Essential:

  • University degree within the area of Business Administration, International Development, Public Policy, Global Health, or another relevant field.

Desirable:

  • Project Management certification (Prince, PMI, Agile…) or specialized training
  • Change management certification (PROSCI) or specialized training
  • Business process improvement, organizational development, organizational design qualifications or specialized training

Experience

Essential:

  • Demonstrated ability to successfully manage and lead complex portfolios of projects and transformation programs.
  • Demonstrated ability to deliver impactful changes with minimal disruption to an organization.
  • Demonstrated experience managing and delivering on timelines with tight deadlines and across disciplines.
  • Evidence of effective and successful stakeholder management at operational and management levels within an organization.
  • Significant experience preparing high-quality, professional documents for senior audiences.
  • Experience of performance delivery within multi-cultural and international environments and organizations.

Desirable:

  • A minimum of 4 years’ relevant experience, with demonstrable evidence of working on at least three large scale projects related to organizational transformation, organizational design, and change management.
  • Experience in international development, humanitarian or global health sectors, including grant management
  • Experience in management consulting
  • Experience living and/or working in a country with programs supported by the Global Fund

Competencies

Languages:

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
