The World Economic Forum, the International Chamber of Commerce (ICC), and the Center for International Private Enterprise (CIPE), in coordination with the Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ), are the lead organisations of the Global Alliance for Trade Facilitation, a pioneering global initiative that brings together governments and businesses as equal partners to design and implement commercially-meaningful trade facilitation reforms.
Reporting lines and interactions:
The role is based in Geneva within the Global Alliance for Trade Facilitation team. The incumbent reports to the Monitoring and Evaluation Lead, Global Alliance for Trade Facilitation. Internally, he/she works with colleagues in the Alliance team based at the Forum and International Trade and Investment Centre for Regions, Trade and Geopolitics. Externally, he/she works with a broad range of stakeholders, including Alliance host organisations and implementing partners, private sector partners, donors, universities, and multilateral and non-governmental organisations.
Duties and responsibilities
Effective monitoring and evaluation are critical to track a program or a project’s progress towards reaching its objectives as well as document results, lessons learned and emerging best practices to guide future activities and help craft a compelling narrative on development impact. The Monitoring and Evaluation Specialist plays an important role in helping develop accountability tools to funding agencies and stakeholders as well as providing qualitative and quantitative data to guide decisions.
Specifically, the Monitoring and Evaluation Specialist performs the following key functions:
Support in the development of monitoring plans and tools
- Support the design and implementation of surveys and tools to collect data for the Alliance Results Framework as well as update, collect, and validate data from internal tracker tools. Support in the management and updates to the back-end of internal data collection tools.
- Process and analyse data on global-level and project-level indicators on a quarterly basis or as needed and requested by relevant stakeholders. This includes cleaning, analysing and summarising data collected through various Alliance instrument using appropriate statistical techniques.
- Liaise with different internal stakeholders for the collection, validation, and analysis of data. Support in synthesizing the evidence and main findings. Highlight any gaps in data and potential sources for more analysis. This includes tasks as:
- Assisting project officers in drafting M&E-related sections in project proposals, such as Theory of Change (ToC) and logframes.
- Supporting project officers throughout project implementation to ensure M&E requirements are met, including the use of trackers and surveys.
- Support the M&E lead with results planning, including the development of tools and materials for qualitative data collection.
- Participate in the collection of data and design of tools from other sources of information as case studies, research briefs and knowledge papers.
- Assist staff in identifying and documenting lessons learned and emerging best practices from Alliance projects and operations, including project completion reports.
- Support in the implementation of evaluation plans for ongoing projects, ensuring comprehensive data collection, analysis, and reporting to measure impact and inform decision-making processes.
Development of a monitoring, evaluation and learning culture
- Contribute to foster a monitoring and evaluation culture in the Organization through supporting capacity development within the organization.
- Assist in the development and review of normative monitoring and evaluation products that improve the quality of the M&E function within the Alliance.
- Assist in the production of monitoring and evaluation knowledge management products that improve access and use of evaluative evidence.
- Support staff and management in utilising data to improve performance.
- Perform other related duties as required.
Requirements and experience:
- Advanced degree in economics, social sciences, statistics or related field.
- Between 3-5 years of professional experience relevant to monitoring and evaluation. Experience on trade facilitation, international trade economics or international development an asset.
- Knowledge of and skills in applied monitoring and evaluation/social science research methods and statistical techniques. Including knowledge of a range of evaluation data collection, analysis methods and mix methods.
- Knowledge of theories of change and logic models and ability to facilitate development of theories of change and logic models.
- Experience in quantitative, qualitative, and/or mixed methods research and monitoring and evaluation methods is required.
- Knowledge of Airtable and Tableau software a plus.
- Fluency in spoken and written English.
- Attention to detail, superior organisation skills and ability to operate within tight deadlines.
