The Business Risk and Control Sr Analyst is a seasoned professional role. Applies in-depth disciplinary knowledge, contributing to the development of new techniques and the improvement of processes and workflow for the HR Data Team services and controls. Integrates execution frameworks and risk related industry expertise within the Data Governance team. Requires in-depth understanding of how areas collectively integrate within the sub-function as well as coordinate and contribute to the objectives of the function and overall business. Evaluates moderately complex and variable issues with substantial potential impact, where development of an approach/taking of an action involves weighing various alternatives and balancing potentially conflicting situations using multiple sources of information. Requires good analytical skills in order to filter, prioritize and validate potentially complex and dynamic material from multiple sources. Strong communication and diplomacy skills are required. Regularly assumes informal/formal leadership role within teams. Involved in coaching and training of new recruits. Significant impact in terms of project size, geography, etc. by influencing decisions through advice, counsel and/or facilitating services to others in area of specialization. Work and performance of all teams in the area are directly affected by the performance of the individual in this role as the risk environment is central for effective execution and the overall health of our HR Data Governance role in HR.
Responsibilities:
- Help coordinate governance and the facilitation of the execution of the Manager Control Assessment (MCA, i.e.. Risk & Control Self-Assessment) as required by the MCA Standard including the assessment and appropriate approval of risk associated with business changes.
- Assist in contributing to the quality, completeness, and accuracy of the implementation of the Control Framework, including Risk Control Policy, Control Standard, Issue Management Policy, Lesson Learned Policy and Control Inventory.
- Provide support in the identification of issue root cause, partnering with control and process owners to recommendations holistic corrective actions and improvements, provide check and challenge to ensure appropriate escalation in according with Issue Management and Escalation Policies.
- Support on the implementation of the Lessons Learned Policy, including monitoring of control breaches and dissemination and learnings across other business units for process improvement to limit the occurrence of similar future events and where similar risk exposure might exist.
- Influence decisions on the review and challenge process, within HR and HR Data teams, on the effective design and management of controls to mitigate risks as required by the Control Standards, including implementation and operation, conducting the control monitoring, handling deficiencies, and escalating issues for resolution.
- Perform analysis to support with the timeliness, accuracy and completeness of the MCA through controls prior to the execution of a process (QC).
- Influence decisions to support adherence to the MCA Standard through controls after the execution of a process (QA).
- Support and contribute to Operational and Compliance Risk in accordance with established Policy requirements.
- Work with the team to identify, assess, escalate, and manage risk exposures across Risk Categories (Operational Compliance, Strategic, Reputational, etc.), including material, emerging and concentration risks in accordance with enterprise Policies and the establishment of Key Indicators to monitor risk exposures.
- Perform analysis to support Risk Appetite and monitor / assess exposures against this in accordance with enterprise requirements (if applicable).
- Provide support to identify, assess, record and response to Operational and Compliance Risk events, ensuring these are captured accurately, timely and in accordance with requirements.
- Perform analysis to support that adequate governance and training is in place to support management of Risk profiles.
- Perform analysis on the risks associated with New Activities and changes to the Business, ensuring these are well understood and adequately controlled (if applicable).
- Support on operational risk scenario analysis and stress testing for Operational Risk Capital requirements.
- Perform analysis to support risk and control assessments or coordination for programs within various risk stripes and ensure sufficient subject matter expertise exists to enable management of these risks within HR (e.g. Data Governance obligations to regulators, Data Distribution is a secure and well defined data contract, well applied privacy principles and standards, etc.).
- Support to ensure risk and control responsibilities and accountabilities are embedded within the HR Data Team’s processes, including contributing to education of the team regarding risk management and leading by example.
- Be involved with the implementation of standards and procedures that conform to enterprise requirements and support sound operational and compliance risk management.
- Apply knowledge of the business, and services to identify and implement control points and processes throughout related in scope data governance controls areas.
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
Qualifications:
- 5-8 years of experience in managing risk in processes
- Thorough understanding of controls to limit risk and development of supporting metrics to act as alarms or validation of a healthy and sustained control environment
- Experience with work-flow systems, audit and review of risk related controls
- Excellent project management and organizational skills.
- Self-motivated and detail oriented
Education:
Bachelor's/University degree or equivalent experience.
