Introduction
The Project Technical Officer will work for the Multinational Enterprises and Responsible Business Conduct Unit (MULTI/RBC) of the ILO’s Sustainable Enterprises, Productivity and Just Transition Department (ENTERPRISES). The Department’s overall mission is the promotion of sustainable enterprises to achieve the ILO goal of decent work and social justice. MULTI/RBC contributes to this mission through the promotion of responsible business conduct (RBC) guided by the ILO Tripartite Declaration on Multinational Enterprises and Social Policy (MNE Declaration). The unit provides technical assistance to governments, enterprises and employers and workers organizations for the effective implementation of the MNE Declaration at the global, regional and country levels, taking into account the national context.
The Project Technical Officer will support the implementation of interventions and activities included in development cooperation projects that aim to strengthen the capacity of ILO’s constituents in the area of CSR/RBC and support them in making better use of the MNE Declaration to advance decent work:
- The Entr’Alliance Project responsible business component is implemented by MULTI/RBC with activities to promote responsible business conduct and the MNE Declaration.
- The Trade for Decent Work Project implemented in Cabo Verde, Côte d’Ivoire, Ghana, Madagascar and Mozambique with the support of the EU and Finland aims at improving the application of the ILO fundamental Conventions in EU trading partner countries through improved labour relations and working conditions. The project has a specific component that is technically backstopped by MULTI/RBC to foster the capacity of the tripartite constituents towards strengthening the nexus between decent work and trade through engagement and dialogue with multinational enterprises using the MNE Declaration as a tripartite agreed framework for action and dialogue.
- The Human Rights Due Diligence in support of Decent Work (HRDD4DW) managed by MULTI/RBC with the support of the EU aims to ensure that effective and inclusive human rights due diligence policies and processes support the realization of labour rights and the advancement of decent work.
Under direct supervision and within the policy and procedural requirements established by the ILO and the projects, the Project Technical Officer will assist in the implementation of the overall activities of the above mentioned projects, as related to the technical area of RBC and in supporting constituents and enterprises in making better use of the MNE Declaration. The incumbent will contribute to the promotion of the ILO policies in the project-related technical areas and other components of the ILO Decent Work Agenda.
Reporting lines: The incumbent works under the overall supervision of the Head of the MULTI/RBC Unit – in support of the specialists/project manager in the unit who is leading the technical backstopping/implementation of the projects.
Description of Duties
- Carry out a range of activities for the implementation of the projects in conformity with ILO policies, procedures and practices; the projects’ strategies; and in accordance with ILO programming guidelines and country action programs and with particular attention to gender responsiveness.
- Collaborate with the project professional team and national partners in the design, implementation, monitoring and evaluation of activities, in coordination with the ILO Field Offices and HQ.
- Support administrative and technical backstopping for the Projects with a focus on Africa, as required.
- Carry out research and provide technical inputs in the preparation of analytical research, reports and publications, and draft technical discussion papers.
- Establish and/or maintain a database for monitoring and evaluation aimed at tracking progress against Key Performance Indicators. Identify problems and make recommendations for follow up actions.
- Liaise on operational matters related to the project with different stakeholders from governments, workers' and employers' organizations, UN agencies and non-governmental organizations.
- Provide inputs for budget preparation and other related matters, including preparing relevant documentation for responsible ILO entities.
- Support the organization of and participate in training seminars and workshops as resource person. Contribute to the development of training materials at the global and national level.
- Collaborate closely with relevant ILO programmes and projects, ILO units and responsible ILO offices and DWT as appropriate, to obtain technical inputs and share best practices and lessons learned.
- Document project activities and achievements, good practices, lessons learned, trends and policy developments;
- Support work on the development, publication and dissemination of knowledge products, country case studies, tools and promotional materials;
- Undertake missions relating to project implementation.
- Undertake other duties as required.
Education
First-level university degree (Bachelor’s or equivalent) in law, economics, business administration, political sciences, industrial relations, corporate sustainability or related fields.
Experience
At least three years of relevant professional experience. Experience in contributing to the implementation of ILO development cooperation projects and in organizing ILO events and capacity building activities would be an advantage.
Languages
Excellent knowledge of English, and good working knowledge of French and Spanish.

Conditions of employment
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
