1038L'EVAM est l'établissement de droit public mandaté par le Canton de Vaud pour accueillir selon la loi fédérale sur l'asile (LAsi) les requérants d'asile et les personnes admises à titre provisoire, et pour délivrer l'aide d'urgence aux personnes en situation irrégulière.
Ses missions découlent de la loi sur l'aide aux requérants d'asile et à certaines catégories d'étrangers (LARA), adoptée par le Grand Conseil vaudois le 7 mars 2006. Cette loi demande notamment à l'établissement d'organiser l'accueil des mineurs non accompagnés dans un centre spécialisé.
Les requérants ayant déposé une demande d'asile en Suisse sont repartis d’une manière proportionnelle à la démographie des cantons. Dans le Canton de Vaud, certains requérants sont assistés partiellement par l’EVAM, d'autres reçoivent l'ensemble des prestations.

Day-to-day management. The managers of the various departments should perhaps listen a little more to the demands of their employees, in order to achieve their mission as effectively as possible. The facility seems to have difficulty anticipating problems, both for beneficiaries and employees. We only react when we're up against the wall, which is a real shame. As for IT, it's from another era. This sometimes wastes a considerable amount of time, and has repercussions on the quality of our work. Salaries should also be reassessed. Particularly those of employees who have to deal with beneficiaries whose behavior sometimes leaves something to be desired, not to mention the fact that employees sometimes have to deal with people from prison environments.
